  Five judging categories:
  a. Education/training to educate the public/employees on a specific issue.
  b. Interview/talk show.
  c. One-time special programming.
  d. Public Service Announcement (no longer than two minutes in length).
  e. Regularly scheduled programming.
 
2. Publications
  Six judging categories:
  a. Annual reports/performance reports.
  b. Calendars
  c. Employee training.
  d. Recreation catalogs.
  e. Resident guides.
  f. Other publications, including special issues or event materials.
 
3. Newsletters
  Five judging categories:
  a. Electronic external (for residents and target audiences).
  b. Electronic internal (for employees).
  c. Magazine newsletters (glossy and multipaged publications).
  d. Printed external newsletters (for residents and target audiences).
  e. Printed internal newsletters (for employees).
 
4. Marketing Plans and Campaigns
  Campaigns and special activities employing direct mail, ads, promotional materials, giveaways, media spots or audiovisuals.  Campaigns can be for economic development, government services, community issues, bond issues, etc.
 
5. Technology Services
  Three judging categories:
  a. Intranet sites.
  b. Web sites.
  c. Other systems, such as bulletin boards, DVD's, CD-ROM's, customer call centers, fax-on-demand,
    e-mail list servers, portals, Wi-Fi, etc.
 
6. Special Events
  Campaign tools or special activities to promote celebrations, dedications, ribbon cuttings and other programs.

1. Citizen Participation
  Programs for involving residents in community decision making on specific issues and projects.
 
2. Community Visioning Process
  Programs for promoting deliberations among diverse community interests, in order to guide a community decision on future direction and vision.

  Innovative program, service or delivery system improvements for meeting citizen customer needs.
 
4. Communications Plans
  Concise plans that include problems, definitions, strategies, expected outcomes and evaluation procedures.

5. Most Creative Activities With Least Dollars Spent
  Programs and materials that generate big impact with few resources expended.
