Job Posting - Electronic Communications Manager

The primary purpose of this position is to create, administer and manage the City's website and coordinate with related sites (e.g., GIS, special sub sites, intranet, etc.) to ensure clear, consistent, and timely posting of the City's online content.  This position is also responsible for creating/publishing all City e-news, electronic forms, and surveys and assisting with other communications media (social, video, and print) as needed.

The Electronic Communications Manager is a full-time exempt position reporting to the Senior Communications Manager.

Essential Duties and Responsibilities:

  • Provide and coordinate ongoing business analysis to ensure that the City website addresses the needs of the City and its visitors with the corresponding information architecture and interfaces. Recognize gaps in web content and proactively drive initiatives to enhance existing content as well as develop new content.
  • Work with the Communications Manager and other City staff to identify information needs, graphics, and photos for all electronic media.
  • Create, update, test and delete web pages, maintaining the City brand, overall website format and navigation to ensure continuity and consistency. Develop and ensure rigorous implementation of Meta data, image title and alternate tags, accurate internal and external links, and maintain web directories (e.g., A-Z Index) across all changes.
  • Perform a range of duties related to web design:  Prepare web-ready graphics, edit photos, and provide attractive information layouts. Design/update new and existing web forms and surveys. Maintain the distribution lists and design, edit, and publish the City’s various e-newsletters.
  • Administer the CMS (content management system). Develop procedures and guidelines for content editors to use with the CMS. Advise staff how to optimize and make content accessible for online deployment, and serve as an expert level web/CMS trainer. Coordinate with departments to ensure timely posting of content. Provide content update reminders as needed.
  • Monitor website accuracy, traffic, and organization; provide regular and requested analytics assessments of site use.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in both communications and web design. Review award-winning municipal/other websites for new developments and ideas applicable to the City website.
  • Monitor and determine the best outside components and design features to be used in conjunction with the City website (e.g., forms processing, calendaring functions, search, analytics, menu design, email address masking, etc.). Implement and customize chosen components.
  • Assist with compatible user interface design of third party web applications (e.g., recreation, police reports, municipal court traffic tickets, community development applications).
  • Coordinate with IT on technical test server, hosting and security issues, and other needs. Help identify and work with IT staff as needed to implement new services that further the City's web strategy.
  • Respond to citizen inquiries as required (e.g., e-news subscriptions, queries about posted content, etc.).
  • Provide editing and production assistance for social media, videos, and printed communications (e.g., brochures, posters, news releases) as assigned.
  • Perform other similar duties as assigned.

Requirements:

  • Bachelor's degree in Web Design, Communications or related field.
  • Minimum of seven (7) years of increasingly responsible experience designing, maintaining and managing websites, including information architecture, content management, usability and creative design.
  • High level of skill with the latest web-based technologies. Proficient in HTML, CSS and content management systems used to maintain websites and produce other electronic communications media. Familiarity with scripting languages needed to provide essential interactive support (e.g., slideshows, email address masking, widget interfaces, etc.).
  • Thorough knowledge of browser compatibility issues, accessibility issues, Section 508 guidelines, W3C standards and validation, and best web practices.
  • Extensive Photoshop experience, creating, editing and converting a broad array of image formats for online use.
  • Familiarity with graphics design processes, vector graphics software, video capture and streaming technologies.
  • Proficient in Adobe Acrobat and Microsoft Office programs.
  • Excellent verbal and written communication skills; ability to research, gather and organize complex content consisting of dozens of files for non-technical contributors.
  • Highly motivated and able to work well in a team environment. Ability to coordinate multiple deadlines working with staff at all levels.
  • Excellent interpersonal and customer service skills.

Physical Demands:

The successful candidate must be able to fulfill the essential functions of the job such as walking, stooping, sitting for extended periods, typing, bending, and reaching for overhead files and occasional lifting (must be able to lift up to 25 pounds). Must be able operate motor vehicle and to perform tasks involving manual dexterity, such as use of a computer keyboard. Work may at times require more than eight (8) hours per day or require irregular hours to perform the essential duties of the position. Duties will be performed primarily in an office type environment. May require travel between facilities or to external agencies.
